Methods to Improve the Minimization of an Ising Objective Function

New users of the D-Wave QPU are often surprised to learn that the QPU doesn't find the global minimum in all of its returned samples. The QPU is a probabilistic device; and there are many algorithmic and numeric approaches to increasing the number of "correct" solutions. John Dorband of UMBC has been studying the D-Wave QPU for a few years, and has presented a numeric algorithm for optimizing the returned solutions.
